I agree. Cruisers are Jack-of-all-Trades and master of none.
About all they are good for is agent missions in some cases and to use to mine yourself into a battleship or inty.
Otherwise, as mentioned, there really is little reason to fly one as a battleship or frig will be a better fit more often than not.
Battlecruisers/destroyers may change that but of course the current crop of cruisers will still stink on the whole.

It's all relative. Cruisers aren't hauler/battleship slow but they are so slow as to not defeat tracking as completely as a frig can (which allows a frig to do its thing rather than suffer instadeath like they once did).
Thorax is definitely an overpowered ship compared to other cruisers in EVE. Although rather than seeing the Thorax nerfed it would be nice to see other cruisers brought up to a Rax level in PvP ability (roughly).
